The study argues that Trump's cabinet coming to power was the herald of the fact that the trade frictions between China and the United States would rise to a higher level.The U.S."trade sanctions"against China are only one of the superficial phenomena.The U.S.has long been faced with the dilemma of the"double deficits"(i.e.,fiscal and trade deficits)at the federal level,and its fiscal deficits are one of the main sources of its trade deficits.The full text discusses the international trade effects brought about by the current dilemma of the"double deficits"of the Trump administration.The study consists of the following parts:the federal fiscal dilemma has brought shocks to normal international economic and trade relations;it is not enough for the United States to solve the dilemma of the trade deficits not only by reforming the international tax system but also by reducing the size of the deficits;China must maintain and uphold the principle of equality and mutual benefit in international economic and trade relations;China should be determined to express opposition to the discriminatory provisions of the federal international taxation reform and the practices such as making up the regular budget deficit by overly issuing debts,while it must accelerate the negotiation of the bilateral investment treaty between the United States and China.
