舟山群岛新区建设的海洋产业用地模式探究——基于定海区2000—2014年的实证数据分析

The Study on the Mode of Marine Land Use in Zhoushan Archipelago New Area: Based on the Empirical Analysis of Dinghai District from 2000—2014

科学合理地评价海洋企业及其用地的时空耦合关系,将有助于合理配置资源并协调其与产业发展的关系。采用核密度、双变量的空间自相关和标准差椭圆模型,探究海洋企业与土地间的时空耦合关系,并提出三大转型模型。结果表明:1)定海区第二三产业中的海洋企业及其用地的集聚中心均位于城区和临城街道,并逐渐往东南和西北方向延伸形成沿岸集聚带;海洋服务产业及其用地则在金塘和岑港街道呈岛状分布;2)三种模式互补推动群岛新区建设:一是产业规划驱动模式,以港口物流和船舶修造为典型;第二为投资拉动型模式,以重化能源项目为核心代表;第三是均衡发展模式,主要以科教、海洋金融等服务业为主。建议舟山群岛新区考虑地区差异进行分功能、有重点的开发建设。

The contradiction between the disorder-developed land,in the coastal zone and the island,and the blind competition of the industry is becoming more and more obvious. Thus,the scientific and rational study of spatiotemporal coupling of marine enterprises and land use is going to contribute to allocate land resources reasonably and coordinate oceanic industrial development. With the help of some sophisticated data analysis software like K-density,bivariate spatial autocorrelation and standard deviation ellipse model,this paper explores spatiotemporal coupling between marine enterprises and its land use in Dinghai district. Then three industry conversion models are put forward according to the above. We reached three conclusions about above-mentioned issues： 1） The gathering centers of the second and third marine enterprises and land use are located in the city and Lincheng street in Dinghai district. Moreover,it extends to the direction of southeast and northwest,which forms the coastal agglomeration zone. On the contrary,the industry of marine service with its land use distributes land-like shape in Jintang town and Cengang street. 2） Industrial planning drive model driven by the industries of port logistics and shipbuilding,and investment-driven model promoted by the project of heavy energy and industrial park,are both help to optimization of the industrial structure and land use structure and efficiency.
