高校人事档案具有全面性、现实性、真实性、动态性、流动性和机密性特征,因此高校的人事档案是一类有别于校内其他档案的特殊档案。长期以来,高校在人才引进、师资队伍建设工作中,重人事工作,轻档案管理,使得人事档案管理工作严重滞后于人事工作,存在人事档案未实现专人管理、人事档案管理人员素质不高、人事档案内容建设没有与时俱进、人事档案信息化建设滞后等问题。因此,随着信息化时代的到来以及国家对人事档案管理的新要求,优化高校人事档案管理势在必行。优化策略主要包括加大资金投入力度,完善和优化软硬件设施,加强档案意识宣传,让全员重视档案,设置专岗专人管理,加强管理人员培训力度,在对原有纸质人事档案进行科学分类的基础上,构建人事档案信息化管理系统,同时注意人事档案信息化管理系统在学校信息化建设中的数据集成,以实现对高校人事档案的科学和高效管理,从而为学校和广大师生提供便捷的服务。

University personnel files are comprehensive, realistic, authentic, dynamic, mobile and confidential. Therefore, the personnel files in colleges and universities are special files that are different from other files in the school. Many problems exist such as no special personnel responsible for the files, lower quality of file management personnel, no updated construction of personnel files with the times, and lagging in-formatization construction of personnel files. As a result, with the coming of the information age and the country＇s new re-quirements for the management of personnel files, it is urgent to optimize the management of personnel files in colleges and universities. The optimization strategy mainly includes increasing the capital investment, improving and optimizing software and hardware facilities, strengthening the file awareness, all employees paying attention to the files, setting up special personnel in charge of files management, strengthening the personnel training. Based on the classification, the per-sonnel file information management system is constructed, and at the same time, the attention is paid to the data integra-tion of the personnel file information management system in the school information construction in order to realize the sci-entific and efficient management of the personnel files of the colleges and universities so as to provide convenient services for the school, teachers and students.
