战略决策是人们在指导战争中寻求并实现某种最优化预定目标和最佳方案的高级思维活动,属于军事决策的最高层次,对于战争进程的发展和战争结果的取得起到至关重要的作用。孙子为了诠释战略决策的特殊重要性,将《计篇》作为其兵法的第一篇,较为详细地论述了战略决策活动的一般进程和要求。战略情报作为指挥员进行战略决策的重要信息依托,其获取、分析、判断、结论的过程在军事领域内早已趋于成熟,并随着科技进步和战争形态的演进而不断变化,衍生出许多新的方法和技巧。

With a view to interpreting the special importance of strategic decision-making, Sun Zi placed Making Assessment at the first chapter of The Art of War, which reviews the process and requirements concerning the strategic decision-making activities. As the important information support for the military commander to make strategic decision-making, strategic information has tended to be mature in the process of obtaining, analyzing, judging and concluding the strategic information in the military field. With the sci-tech progress and changes of war situation, the strategic information has turned out many new methods and techniques.
