医改背景下的北京地区医疗机构药学学科发展新态势——从科研立项角度分析

New Development Trend of Pharmacy Discipline in Medical Institutions in Beijing Under the Background of Health Care Reform: from the Perspective of Scientific Research

目的:剖析医改背景下的医疗机构药学学科发展新态势,探寻适合新形势下的医疗机构药学学科发展策略与路径。方法:以医改前后(2016、2017年)北京地区医疗机构科研数据填报系统数据为检索对象,从依托单位属性、项目来源及资助力度、学科/亚学科分布特点和承担单位等维度,对北京地区医疗机构药学科研立项现状及发展态势进行分析。结果:医改前后,北京地区医疗机构药学项目立项数基本持平,总的资助力度呈现快速增长趋势,尤其是市属、部队属、企业属及民营、中医/中西医结合三级医院;国家科技重大专项、国家重点研发计划等重要项目呈明显增长态势,但占比相对较低,主要还是集中于市级科研项目;临床研究、新药研发是医疗机构药学科研立项的主要领域,涉及合理用药、绩效改革相关的管理类项目成为新的增长点;国家级药学项目承担单位相对集中,部分传统认为相对较弱的医疗机构呈现新兴发展态势。结论:优化医疗机构药学科研项目结构,是促进药学学科布局与药学转型的原动力;发挥临床特色与优势,是提升药学科研与成果产出的着力点;融合交叉学科,是加强药学学科发展和人才队伍建设的助推器。

OBJECTIVE： To analyze the new development trend of pharmacy discipline in medical institutions in health care reform, and to explore the new development strategy and pathway suitable to the new situation.METHODS： Data of scientific research filling system of medical institutions in Beijing before and after health care reform（ in 2016 and 2017） were retrieved. The scientific project establishment and development of pharmacy in medical institutions in Beijing were analyzed from the attributes of institutions,project resources,funding amount,discipline/subdiscipline distribution and undertaking institutions,etc. RESULTS： Before and after health care reform,the project establishment numbers of medical institutions in Beijing were basically flat. The total funding amount increased dramatically,especially in tertiary hospitals subordinate to city,army and enterprise,privately operated hospitals and hospitals in traditional Chinese medicine/integrated Chinese and Western medicine. The supporting of important projects like National Science and Technology Major Project and National Key RD Plan increased obviously with low ratio,and the majority was scientific project in municipal level. Clinical research and new drug research were the main fields of pharmaceutical research in medical institutions,and management projects related to rational drug use and performance reform became new growth points. At the national level,the unit was relatively concentrated,and some traditional medical institutions were considered to be relatively weak. CONCLUSIONS： Optimization of the structure of pharmaceutical research project of medical institutions is the motive force for promoting the layout of pharmaceutical sciences and the transformation of pharmaceutical science. Exerting feature and advantages in clinic is the acting point to improve scientific research achievement in pharmacy. The integration of interdiscipline is the booster to enhance pharmacy discipline development and build the talent teams.
