摘要
俄罗斯建立经济特区和超前发展区是促进自身经济结构转型和缓解地区社会经济发展不平衡问题的政策手段,这两种类型的特区政策具有内在逻辑关联,是俄罗斯不同阶段宏观经济政策调整的组成部分。二者在建设目标、建管模式、建设范围以及允许投资领域有着显著的差异。当前,俄罗斯建设经济特区正在从重量转向了重质的发展,超前发展区则表现出了巨大的发展潜力。
The establishment of Russian SEZs and TADs are policy means for improving its transformation of economy structure and relieving regional imbalance of social and economic development. Both types of special zones' policies possess intrinsic logic relevance and compose the macroeconomic policy adjustments of Russia in different stages. There exist significant differences between SEZs and TADs in constructing specified targets, management modes, construction scope and permissible fields of economy. Currently, Russian special economic zones' building is going through quantity to quality process and territories of advanced social and economic development is revealing great potentials.
