战略性新兴产业专用性人才,具有较高产业价值和较高的可占用性及不可替代性,是一种有特定用途的人力资源。战略性新兴产业通过产业技术创新联盟解决技术创新问题,推动产业发展,其任务之一是对产业所需要的人才进行联合培养,加强人才交流互动,为产业创新发展提供必要的人才。我们要发挥政府的主导作用,加强＂干中学＂和产学研深度合作,促进战略性新兴产业专用性人才的成长。

SEIs special talents, as one kind of human resources with professional directivity, have three characteristics——high industrial value, high availability and irreplaceability. SEIs solve technical in-novation problems through industry technological innovation alliance, and then promote the industrial de-velopment, one of whose tasks is to carry out the joint cultivation of talents needed by the industry, thus,to strengthen the interaction among the talents, and to provide the necessary talents for industrial innova-tion and development. We should give full play to the leading role of the government, intensify the collabo-ration between ＂learning-by-doing＂ and industry-university-research, and？promote the growth of special talents for SEIs.
