香港社区投资共享基金推行社区本位的社会资本发展计划,培育社会资本,促进社会共融;构建伙伴关系,加强官商民三方合作;服务弱势群体,提升可持续发展能力;通过跨阶层、跨界别的社会联系网络,社会资本把穷人与更广阔的群体与机构联系起来,提升了他们参与经济、融入社会的能力,对于内地扶贫开发具有重要借鉴意义。

Hong Kong Community Investment And Inclusion Fund（CIIF）programs promoted the creation of social capital of the poor community by activating social participation and creating cross-ties. Bonding social capital and bridging social capital were generated through cross-sector cooperation and public-private part-nerships. The author analyzes the policy implication of CIIF and the vision of social-capital-oriented pover-ty alleviation in Chinese social policy.
