Design and Research of "Internet + River Chief System" River and Lake Information Management Platform

河长制是新时期治水体系的一项重要创新制度。如何利用互联网+解决河长制治水问题,不仅是一种创新,而且是时代要求。针对河长制信息化的需求进行分析,并结合计算机、移动互联网和微信技术,设计无需安装、即扫即用的微信公众平台和企业平台,以及河长业务PC端应用。各级河长和社会公众通过移动智能终端扫描二维码,随时随地获取各河段和河长信息,发现并上报疑似违法违章行为。同时,辅助河长进行河道巡查和登记,实现河道巡查的信息化全覆盖,并解决各级河长和河长办的日常业务和绩效考核管理问题,推进河长制工作顺利开展。

The river chief system is an important innovation system of the water control system in the new era. How to use Internet＋ to solve the water control problem through the river chief system is not only an innovation but also a demand of the time. In this paper,the demand for the informatization of the river chief system is discussed,combined with the computer,mobile Internet,WeChat technologies,the WeChat public platform,the enterprise platform,as well as the river chief service PC terminal application are designed which require no installation and can be used by scanning QR code. River chief at all levels and the public can scan QR code through mobile smart terminals,so as to obtain information on river sections and river chiefs at anytime and anywhere and discover and report the suspected illegal activities and illegal acts. Meanwhile,it can assist the river chief to conduct river course inspections and registrations,realize the full informatization coverage of the river course inspections,and solve the daily business and performance assessment management problems of the river chiefs and the river chief offices at all levels,thus promoting the smooth development of the river chief system.
