高校招投标档案存在问题及规范化探究

高校招投标档案是高校招投标工作的成果保存形式,是招投标工作不可或缺的重要环节,受许多因素的影响。针对当前国内市场经济下法律意识普遍增强,高校招投标活动的产生背景和高校招投标档案的管理现状和存在问题,以上海交通大学为例,介绍了该校在招投标管理办公室初期成立的背景和科室人员的构成,以及主要招投标业务范围,阐述了在日常招投标档案管理工作中存在的问题、发生的常见原因以及改革的具体措施,从高校招投标档案管理的特点、管理制度建设、专业人员建设、组织机构建设、信息化建设等方面分别论述,并结合上海交通大学的实际情况提出了切实可行的规范化管理相关措施,进一步优化招投标档案管理,更好地为学校的教学科研服务。

The college bid file is the result of the college bidding work, it is an indispensable part of bidding work, and is influenced by many factors. This paper aims at the general enhancement of legal consciousness in the current domestic market economy, takes Shanghai Jiao Tong University as an example to introduce the background of the early stage of tendering and bidding management office and the composition of department personnel, and the main bidding business scope. This paper expounds the existing problems, common causes and specific measures to reform the daily bidding document management. From the characteristics of the management of bidding documents in colleges and universities, the construction of management system, the construction of professional personnel, the construction of organizational structure and the construction of informatization, combining with the actual situation of Shanghai Jiao Tong University, this paper puts forward practical and feasible measures for standardized management. These measures can further optimize the management of bidding documents, and provide better serve to teaching and research in the university.
