The Political Economy of System Arrangement about China's State-owned Economy

基于新古典经济学的狭义的微观配置效率视角,对国有经济的流行理解存在两大局限:一是将企业微观效率的决定因素只局限于产权激励;二是仅仅局限于微观效率视野来评价国有经济。要全面准确地理解国有经济的制度安排,必须超越微观效率视野,基于更深广的政治经济学视野,从国家宏观整体利益出发来进行分析。国有经济制度安排的深刻意义体现在:社会基本制度维护,国家经济安全保障,以及国家经济竞争力提升三个维度。对于中国特色社会主义政治经济学而言,国有经济制度的安排必须做到国家整体利益与企业微观效率的统筹;而一个可以为国有经济的统一发展提供理论基础,为国有经济的微观效率提供理论评价,为国有经济与私营经济的共同发展提供理论依据的有说服力的国有经济理论,正是其核心所在。

There are two limitations on the popular understanding of the state economy based on neoclassical economics.One is that the determinants of the micro efficiency of enterprises are limited to property rights incentives,the other is that the evaluation of stateowned economy is limited to the micro efficiency vision.To get a comprehensive and accurate understanding of system arrangement about China’s state-owned economy,we must transcend the vision of micro efficiency and analyze it on the basis of a broader vision of political economy and from national macro overall interests.Therefore,this paper explains the profound meaning of system arrangement about state-owned economy from three aspects emphatically:the maintenance of social basic system,the guarantee of national economic security and the enhancement of national economic competitiveness.For the political economy of socialism with Chinese characteristics,a convincing theory of state-owned economy is its essential core content.
