江西省战略性新兴产业扶持资金绩效评价研究

Research on the performance evaluation of support funds for strategic emerging industries in Jiangxi province

对2012-2015年江西省战略性新兴产业扶持引导资金投向行业分布、各年度使用情况进行分析,对153家战略性新兴产业项目扶持引导资金的使用情况和绩效评价进行打分排序。根据评价结果得出:江西通过战略性新兴产业扶持引导资金项目的实施,有效推动了全省战略性新兴产业加快发展和总量扩张、优化了工业产业结构、提高了企业的技术装备水平、完善和延伸了产业集群主导产业及产业链、发展和壮大了产业集群、降低了企业融资成本。但受江西财力、资金运行机制、企业核心竞争力的制约,目前战略性新兴产业扶持引导资金在使用过程中还存在资金规模不够理想,扶持标准不一、项目建设不够理想,形象进度不一、引导效果不够理想,杠杆效应不一、制度设计不够科学,还款意愿不一等问题。

The industrial distribution and the annual usage of support funds for strategic emerging industries in 2012-2015 in Jiangxi province were analyzed and the usage and performance evaluation of support funds for 153 strategic emerging industry projects were ranked. The evaluation results showed that through the implementation of the support funds for strategic emerging industries,Jiangxi province effectively promoted the strategic emerging industries to speed up the development and expansion,optimized the industrial structure,improved enterprise technology and equipment,perfected and extended the leading industry of industrial cluster and industrial chain,developed and expanded the industrial cluster,and reduced the enterprise financing costs. However,limited by financial and capital operation mechanism in Jiangxi province and enterprise core competitiveness,there still exist many problems in the usage of support funds for strategic emerging industries. The problems are listed as follows： capital scale is insufficient; support standard is different; project construction is not ideal; image progress is different; guiding effect is not ideal; leverage effect is different; system design is not scientific; repayment intention is different.
