Research on Innovation of Community-level Party Building under the Perspective of People's Position

人民立场是中国共产党的根本政治立场,是党治国理政的基本遵循,是习近平新时代中国特色社会主义思想的价值根基,为基层党建工作创新标定了方向、注入了朝气。当前,基层党建与社会发展存在一定程度的不同频,导致一些基层组织政治本位弱化、服务本位缺失、创新不足。造成此种困境的原因在于:一是计划经济的思维方式与新形势的发展不匹配;二是传统的党建模式与多元化社会发展不匹配;三是基层党建考核与基层党建规律不匹配。据此,应积极探索基层党建工作创新路径:一是坚持以民为本,确立党建鲜明导向;二是积极回应人民对美好生活的向往,增强领导能力;三是尊重党员的主体地位,培育创新动力;四是密切联系群众,拓展基层管理体制;五是树牢"抓基层党建是最大政绩"的理念。

The people's position is the fundamental political position of the Communist Party of China,the basic principle of the Party's governance,and the value foundation of Xi Jinping thought on socialism with Chinese characteristics for a new era. It has specified the direction and injected vitality for the innovation of community-level Party building. At present,the community-level Party building does not keep pace with social development,leading to the community-level Party organizations weak in political standard and lack of service consciousness and innovation. The reasons for this dilemma are:First,the way of thinking under the planned economy does not match the development under new conditions; second,the traditional Party building does not match the diversified development of the society;and third,the assessment of community-level Party building does not match the law of community-level Party building. Based on this,efforts should be made to explore ways of innovations for community-level Party-building: first,adhere to the people-oriented principle and specify a clear orientation for Party building; second,actively respond to the people's aspiration for a better life and strengthen leadership; third,respect the dominant position of Party members and foster innovation; fourth,keep close ties with the people and expand the community-level management system; fifth,establish the concept of"focusing on the community-level Party building is the greatest achievement".
