当前我国网络突发公共事件的发展新态势及其治理转型

New Development of China's Internet Emergencies and Its Transformation

逻辑上看,网络突发公共事件有效治理的前提和基础是科学认识问题实质与准确研判发展态势。利用"类+种差"的形式逻辑定义方法重新审视网络突发公共事件,可以建构一个更具解释力和包容性的中国网络突发公共事件类型谱。循此框架,通过对近年来网络突发公共事件的案例观察以及对现有资料的整理,发现当前我国网络突发公共事件的一些新发展态势,体现在愈益明显的线性化增长与非线性化演变趋势、愈发增强的虚拟仪式功能与现实转换功能、愈加显著的横向跨域特性与系统纵深特性、愈更普遍的少数人积极行动主义与多数人的懒汉行动主义倾向。基于此种认知与研判,网络突发公共事件治理逻辑要实现现代化转型,需要实现由碎化管理到协同化治理取向、静态化管理到动态化治理取向、控制式管理到法治化治理以及机械化管理到生态化治理取向的转型。

Logically,the premise and basis for the effective governance of internet emergencies are scientific understanding of the problem and accurate judgment of its development. With the method of definition per genus et differentiam to re-examine internet emergencies,it is possible to construct a more explanatory and inclusive type spectrum of China's internet emergencies. Through the case observation of internet emergencies in recent years and the collation of existing data,we find that China's internet emergencies have presented some new developments: increasingly obvious linear growth and nonlinear evolvement,increasingly enhanced functions of virtual ritual and real-world conversion,increasingly significant features of horizontal expansion and systematic in-depth deveopment,the more widespread activism by the minority and the slacktivism by the majority. Based on this recognition and judgment,to achieve modernization,the internet emergencies governance should transform from fragmented management to collaborative governance,static management to dynamic governance,controlled management to rule of law,and mechanized management to ecological governance.
