改革开放40年中国廉洁政治生态的演变与优化——基于腐败案件数量的统计与分析

Evolution and Optimization of Clean Political Ecology in China since the Reform and Opening-up:Statistics and Analysis Based on Cases of Duty Crime

根据1979—2017年中国腐败案件数量变化曲线,可以看出:改革开放以来中国廉洁政治生态的演变呈现从较优到较差再到较优这一态势。这一演变具有多种特征,原因可归入经济发展水平及经济管理制度的变化、央地关系的变化、反腐力度与反腐制度化水平的变化等几大方面。基于对改革开放以来中国廉洁政治生态演变规律及当前反腐情况的分析,可以发现中共十八大以来中国廉洁政治生态的演变出现关键性飞跃——廉洁政治生态由较差状态演变为较优状态的关键性飞跃,并推导出中国廉洁政治生态演变趋向,探讨进一步优化这一政治生态的途径。

According to the change curve of the corruption case number in China from 1979 to 2017,the evolution of China＇s clean political ecology since the reform and opening-up has presented a trend from better to worse and then to better. This evolution has many characteristics. The reasons are economic development level and the change of the economic management system,the change of central-local government relations,the change of efforts to fight corruption,and the change of the institutional level. Based on the law of the evolution of China＇s clean political ecology since the reform and opening-up and the current anti-corruption situation analysis,it can be found that there is a watershed of the evolution of China＇s clean political ecology since the Eighteenth National Congress of the Communist Party of China,a watershed that clean political ecology changes from a bad state to a very good state. We can deduce the ecological evolution trend and find ways to further optimize the political ecology.
