城市公共安全风险治理精细化的内在要求与实现路径——以“小火亡人”事件风险治理为例

Internal Requirements and Implementation Paths of the Refined Risks Governance in Urban Public Scurity:A Case of Risk governance of “Death Caused by Small Fire″

随着城市化进程的加快,大量人口涌向城市,各类生产和生活要素高度聚集,由于城市管理能力与城市发展的速度不相匹配,各种城市安全事故时有发生。其中,城市"小火亡人"事件频发,给人民生命和财产安全带来巨大损失,反映了我国城市公共安全风险治理存在诸多漏洞和短板,这就要求对城市公共安全风险进行精细化治理,提高城市公共安全风险防控能力。根据精细化治理的要求,"小火亡人"事件可以从明确目标、整合资源和优化路径等三个层面实施精细管理,从源头上消除小火产生的风险和隐患,确保城市安全运行。

With the speeding up of urbanization,a large number of people are flocking to the cities and all kinds of production and living elements are highly gathering. Because urban management abilities are not matched with the speed of urban development,various city safety accidents happen occasionally. Among them,＂death caused by small fire″ occurs frequently,damaging seriously the safety of people＇s life and property. This shows that there are many loopholes and shortcomings of risk governance in urban public security,which requires refined risks governance to improve abilities of preventing and controlling risks. According to the requirements of refined governance,incidents of ＂death caused by small fire″ can be refined from such three aspects as clearing objectives,integrating resources and optimizing paths to eliminate risks and hidden dangers of small fire at its source,ensuring the safe operation of the city.
