Why are Chinese “Villages in the City” Different——Distinguishing the Differences in the Same City and between Different Cities

城中村的差异是影响城中村改造效果的前置因素。与主要消费中心的交通距离、产业传统、村干部的个人能力、城市政府相关领导人及村干部的理念是造成同城差异的主要因素。各地政商模式、村庄内在的组织结构、城市发展的历史时机与路径依赖、央地互动的历史制度与理念、地方政府对土地财政的依赖程度是造成异城差异的主要因素。

The differences of Chinese ＂villages in the city＂ are the antecedent factors that affect the regeneration of Chinese ＂villages in the city＂. We try to explain the differences of ＂villages in the city＂ in the same city and between different cities： the distance from major consumption center, industrial tradition, capability of village cadres, and ideas of city governmental relevant leaders and village cadres are factors influencing differences in the same city; the mode of government-business relation, internal organization structures of the villages, the historical timing and path-dependence of urban development, interactions between the central-local governments and the reliance of local government on land finance are factors influencing differences between different cities. The comparison of several representative villages in Tianhe District of Guangzhou and the comparison of villages in Guangzhou and other cities in China are used as examples. At last, basing on the perspective of legacy of urban development, we provide three propositions about distribution differences of rights, opportunity of economic development and governance problems in practice to be verified in the future.
