Design and Application of Electronic Health Card

目的满足互联网形势下居民线上线下就医的需求,以安全可信的方式实现居民健康卡应用广覆盖,促进居民持卡就医。方法基于居民实名制身份信息,通过应用国密算法等安全机制,为居民生成以健康二维码为展现形式的电子健康卡,引导居民在线申领,以及结合实际兼容所有类型实体就诊卡,并通过跨域主索引实现电子健康卡跨医疗机构的扫码应用。结果电子健康卡通过承载丰富的便民应用,实现了"强应用、促发卡"的目标,能支撑"互联网+医疗健康"快速发展,形成可快速复制、可推广的居民健康卡普及应用模式。

Objective To meet the needs of online and offline medical services for residents under the Internet situation, a safe and reliable way was used to realize the wide coverage of residents＇ health cards and promote the card use of residents. Method On the premise of following the technical framework of the resident health card and real personal information, by loading the security mechanism of the cardfree application, an electronic health card was created for residents in the form of a healthy QR code. By guiding residents to claim electronic health cards online, making it compatible with all types of entity card, and using cross-domain master index to realize the application of electronic health card across medical institutions. Result The electronic health card realized the goal of ＂strong application and promoting card＂ by carrying rich convenient services. It can support the rapid development of Internet medical health, and form a fast replicable and popularized application model.
