吉林省构建产粮大县农业金融担保机构的策略研究

The Strategy of Constructing Agricultural Financial Guarantee Institutions in Large Grain Producing Counties in Jilin

近年来,随着我国各级政府支农政策地进一步实施、农村金融改革进一步地深入,存在我国多年的农村金融抑制有所缓解,只是金融深化的程度仍然不够。虽然,国务院在2015年将吉林省确定为农村金融综合改革实验的省份,并通过了相关的方案,吉林省农村金融抑制还是比较严重,农业经济组织融资难,民间资金严重沉淀没有投资出路。金融抑制仍然还是困扰吉林省产粮大县健康发展现代农业的桎梏。本文通过对吉林省产粮大县农业金融担保组织缺失的原因分析,具体论述了吉林省产粮大县农业金融担保机构构建的必要性与可行性,提出了吉林省构建产粮大县农业金融担保机构的策略,如农民合作组织构建策略;农民合作组织与中介机构互联网络的构建思路、"农民金融合作社"运营风险管控对策等,有利于促进吉林省现代农业的健康发展。

In recent years, with the further implementation of governments＇ policy of supporting for agriculture as well as the further deepening of rural fi nancial reform, China＇s rural fi nancial repression which has existed for several years has been improved a bit, while fi nance needs to be deepened further as it is still not enough yet. Though Jilin province has been determined as a pilot for comprehensive reform of rural fi nance by the State Council in 2015, and the relevant schemes have been issued, rural fi nancial repression is still severe in Jilin province, as it is diffi cult for Agricultural Economic Organization to fi nance, and there is no way for private fl ow to invest. Financial repression has always been the barrier for Jilin＇s major grain-producing counties to develop modern agriculture.In this paper, through the analysis of the reason why Jilin＇s major grain-producing counties would lack the organization of agricultural fi nance guarantee, as well as the detailed introduction of the necessity and feasibility of constructing it, the strategies for its construction in Jilin＇s major grain-producing counties are put forward, such as the construction strategy for Farmer Cooperative Organization; the construction strategy for Farmer Cooperative Organization and Internet, as well as risk management countermeasures for operating Farmer Cooperative Organization of Finance, which are benefi cial for major grain-producing counties to imperfect their agricultural fi nancial guarantee system, so as to promote the healthy development of Jilin province＇s modern agriculture.
