On the Methods to the Perfection of the Inspection System from the Perspective of Limited Rationality

从有限理性的视角分析影响巡视工作的主要因素,其中信息是开展巡视监督工作的依据,巡视人员是处理巡视信息的主体,成本是衡量巡视成效的标准,外部环境制约巡视监督效能。巡视制度"有限理性最优"的路径选择,应通过改进巡视工作方式以拓宽信息来源,优化巡视人员结构以保证信息的有效利用,加强监督机制的有效协作以提升巡视监督的实际效能,增强监督的透明度营造积极的监督环境。

The inspection system plays a very important role in some major corruption cases. From the perspective of the limited rationality,this paper explores the main factors affecting the inpection system. The information is the basis for the implementation of inspection. The inspectors are the subjects to handle the information. The cost is the standard to assess the effect of the inspection. The external environment restricts the inspection effect. Accordingly,we should perfect the inspection system from the following aspects,namely,improving the inspecting methods to broaden the information sources,optimizing the inspector structure to utilize the information effectively,enhancing the cooperation of the inpection mechanism to promote the inspecting efficiency.
