现行中医药管理体制存在的问题与对策

Problems and Countermeasures of Current Management System of Traditional Chinese Medicine

国家对中医药越来越重视,中医药管理体制也日臻完善。然而,现行中医药管理体制仍存在管理组织不健全、管理组织职能缺位、法律体系不完整、专门管理人才缺乏等诸多问题。产生问题的主要原因是社会对中医药认识不够、缺乏可供借鉴的管理经验、立法时机不成熟、人才培养不能一蹴而就。为进一步促进中医药事业发展,国家需继续加强对中医药的扶持力度,健全基层中医药管理组织、完善中医药管理组织职能、建立中医药法律体系、培养中医药管理人才。

With the increasing emphasis on the development of traditional Chinese medicine（ TCM）,The management system of TCM is more perfect.However,there are some problems such as lack of primary organization,lack of function,incomplete law,management talents shortage and so on.These problems are mainly caused by the insufficient awareness of traditional Chinese medicine,the lack of traditional medicine management model,an immature legislative opportunity and long period of talent training. In order to further promote the development of traditional Chinese Medicine,the government should strengthen the support for TCM. The TCM organization can be optimized by establishing more primary institutions,improving the function of TCM management organization,making a perfect law system and training talents.
