基于协同治理视角下的高校突发事件应对研究

Research on Emergency Response of Colleges Based on the Perspective of Cooperative Governance Theory

目前,我国正处于社会快速发展的改革转型时期,容易发生各种社会矛盾。高校是社会重要且特殊的组成部分,各种突发事件不时会爆发,将严重影响校园的安全。在突发事件的处理中很多高校的组织体系和制度不健全、预警与评价机制不完善、心理干预机制缺失以及法律层面不完善,同时多元主体之间缺少默契且信息共享闭塞等,应建立健全组织体系、法律、预警与评价机制、应急心理系统等,提高处理突发事件的能力。

At present,China is in course of rapid development and social transformation,in which different kinds of social contradictions are more likely to arise. As part and parcel of the society,colleges and universities are often faced with different kinds of emergencies,wreaking great havoc on campus security. While handling these emergencies,however,many colleges and universities lack comprehensive organizational system,warning and evaluation mechanism,psychological intervention mechanism,legal system,cooperation and information sharing between different departments. Thus,it is imperative to improve all related systems and mechanisms so as to promote the ability to deal with emergencies.
