广西耕作层土壤剥离利用政策发展对全国的启示

Enlightenment to China from the Development of Cultivated-horizon Soil Stripping and Utilization Policy in Guangxi

耕作层剥离政策是耕作层土壤剥离利用工作开展的重要保证,同时可为土地整治工作提供强有力的支持,促进耕地"三位一体"的建设。文章针对我国目前耕作层土壤剥离的发展面临政策缺失、制度不健全、约束力不够等问题,通过对广西耕作层土壤剥离政策发展的梳理,介绍了广西耕作层土壤剥离工作情况与广西耕作层土壤剥离利用相关政策的发展阶段,为我国耕作层相关政策建设提供参考。

The cultivated-horizon stripping policy is an important guarantee for the implementation of cultivated-horizon soil stripping and utilization work,it can also provide strong support for the land remediation work and promote the construction of the＂trinity of farmland＂. In view of the problems of lack of policies,inadequate systems,and insufficient binding force in the current development of cultivated-horizon soil stripping in China,this article introduced the cultivated-horizon soil stripping work situation and the development phases of related soil stripping and utilization policy in Guangxi through analyzing the development of cultivated-horizon soil stripping policies in Guangxi,thereby providing reference for the construction of related cultivated-horizon policies in China.
