乡村旅游开发中农民承包地流转的权益问题研究——以南京市前石塘村为例

Research on the rights and interests of farmers' contracted land transfer in rural tourism development——taking the case of Shitang Village in Nanjing as an example

基于南京市前石塘村的实地调查,对当地农民进行结构式问卷访谈,了解农村地区在乡村旅游开发中的土地流转现状,农户土地权益是否受损及受损的具体表现形式等,发现问题后探讨解决路径,提出开展土地确权、尊重农民意愿、进行合理制度设计等政策建议。切实保护农民的合法土地权益,促进乡村旅游产业的健康发展,推进社会主义新农村建设。

Based on the field survey of Shitang Village in Nanjing City,the local farmers were interviewed with a structured questionnaire to understand the current situation of rural land circulation in the development of rural tourism,whether the farmer＇s land rights were damaged and the specific forms of damage,etc. It explores the solution path and proposes policy recommendations such as land rights determination,peasants＇ willingness and rational system design. It needs to effectively protect farmers＇ legitimate land rights and interests,promote the healthy development of the rural tourism industry,and promote the construction of a new socialist countryside.
