面向社区矫正的敏感区域行为分析方法 被引量:2

摘要 社区矫正作为一种非监禁刑罚制度,已广泛应用于我国大部分城市中,使用信息化监管系统是社区矫正管理的主流方式。但目前所使用的系统多侧重于监控对象位置的实时显示,对所记录的定位数据缺乏必要的分析与总结,忽视了城市中的敏感区域对社区矫正服刑人员的不良影响。因此,该文以南通市海门市作为实验样区,以矫正人员行为轨迹为实验数据,基于犯罪地理学和人文地理中的行为分析技术,对监控对象的空间位置与行为习惯展开相关研究,在此基础上提出了敏感区域行为分析方法。实验表明,在实际应用中灵活调节方法的参数与权重,可使社区矫正监管更加智能化、人性化,在提升社区矫正效率的同时,也可增强社区矫正的效果,对国家司法制度改革具有实用价值。 As a non-custodial penalty system,community correction has been widely used in most cities in China.The information technology supervision system has proved to be the main way of community correction management.However,most currently used systems are concentrated on position′s real-time display while lack of necessary analysis and summary for recorded location data,which lead to the neglect of the adverse effects on prisoners of sensitive areas in cities.In this paper,Haimen,Nantong City was chosen as the experimental sample area and the trajectory of the prisoners was taken as the experimental data to study the location and behavior habits of the monitoring object based on the behavior analysis technology used in the criminal geography and human geography.According to these,the behavior analysis method based on sensitive region was proposed.The experiments proved that,with the method to adjust parameters and weight flexibly,the regulation of community correction would be more intelligent and humanized.While improving the correction efficiency of community correction,the proposed method can also enhance the correction effect,which is of practical value to the reform of the national judicial system.
