台湾“农村再生计划”对大陆实施乡村振兴战略的启示

Enlightenment of “Rural Rejuvenation Plan” in Taiwan to the Implementation of Rural Revitalization Strategy in China's Mainland

实施乡村振兴战略是新时代大陆农村发展的全新重大战略。我国台湾"农村再生计划"的经验可为大陆地区实施乡村振兴战略提供借鉴。该文首先介绍了我国台湾"农村再生计划"的出台背景;其次,总结分析台湾"农村再生计划"的经验与不足;最后在吸收和借鉴台湾地区经验的基础上,提炼出完善法律法规、发挥农民主体作用、加强人力资源培育、选择差异化道路和绿色发展导向等方面对大陆实施乡村战略的启示。

To implement the strategy of rural revitalization is an entirely new strategy of very importance for the development of rural areas in China's Mainland in the new era. The experience of ＂Rural Rejuvenation Plan＂ in Taiwan can provide reference for the implement of rural revitalization strategy in the mainland. In this article, we firstly introdueed the background of ＂rural rejuvenation plan＂ in Taiwan; then the experiences and defieieneies of it were summarized. Finally, based on the experience of Taiwan, the enlightenment to the implement of rural revitalization strategy in China's Mainland were summarized, including improving related laws and regulations, making full use of the main body role of farmers, enhancing the cultivation of human resources, choosing differentiation way and green-oriented development direction, etc.
