摘要
人民政协是我国协商民主的重要渠道和专门协商机构，在我国社会主义协商民主体系中具有重要地位。文章系统梳理了人民政协协商民主的发展脉络、基本内涵、主要特征和实践价值。文章认为，从协商建国开始，人民政协的协商实践在中国已有近70年的发展历史。人们从平台载体、核心主体、内容议题、体制机制等方面界定政协协商的内涵。同时，政协协商具有人民性、界别性、专门性和团结性等特征。文章最后对政协协商的实践价值进行了探讨。
The CPPCC is an important channel and deliberative agency for deliberative democracy and plays an important role in socialist deliberative democracy in China. This paper systematically reviews the development context, basic connotations, main features and practical values of deliberative democracy of the CPPCC. It maintains that since consultations were held to build a new China, the consultative practice of the CPPCC has had a development history of about 70 years in China. The paper defines the connotations of the CPPCC in terms of platforms and carriers, core practices, content and topics, and systems and mecha- nisms. It points out that the CPPCC＇s characteristics are being people - oriented, inclusive, special, and conducive to unity. The paper also explores the practical value of the CPPCC.
