A Research on the Path of Promoting High-quality Economic Development:A Literature Review

我国经济发展由高速增长阶段转向高质量发展阶段。高质量发展的内涵、评价体系、实现路径等研究尚处在起步阶段,很多问题尚未达成共识。对于高质量发展内涵,目前学界从社会矛盾变化和新发展理念、宏中微观、供求和投入产出等角度进行了界定。构建科学的评价指标体系要在广泛借鉴已有研究成果的基础上,体现动态性、多维性,要注重淡化经济增速指标,要注重关注长远发展目标。我国经济发展质量存在传统制造产业和服务业质量不高、生态环境质量问题仍突出、科技创新能力不足、城乡建设质量需要提升等问题。推动高质量发展,要处理好供给和需求、投入与产出、政府与市场、公平与效率、国内和国外等五大关系,通过加快实现要素的市场化配置、加大产权保护力度、更好发挥政府作用、加快中央地方财政体制改革、深化社会保障制度改革、构建有利于创新的体制机制、加快扩大开放等举措,形成适应高质量发展要求的体制机制环境。

China＇s economic development has shifted from the stage of rapid growth to the stage of high-quality development. Studies on the connotation,evaluation system and implementation path of high-quality development are still at the initial stage. Many problems have not yet reached a consensus. As for the connotation of high quality development,the academic circle has defined the connotation from four perspectives： the change of social contradictions and new development concepts,macroscopic and micro view,supply and demand,input and output. The construction of scientific evaluation indicator system should be based on the existing research,and reflect the dynamic and multi-dimensional nature. The economic growth index should be weakened,and the long-term development goals should be emphasized. There are some problems in the quality of China＇s economic development,such as the low quality of traditional manufacturing industry and service industry,the poor quality of ecological environment,the insufficient capacity of scientific and technological innovation,and the need to improve the quality of urban and rural construction. To promote the high quality development,the authority should properly handle the relationship between demand and supply,input and output,the government and the market,fairness and efficiency,home and abroad and so on. Through the marketized configuration of the element,intensifying protection of property rights,better exerting the functions of the government,accelerating the reform of the local and the central finance system,deepening the reform of the social security system,constructing institutions and mechanisms conducive to innovation,speeding up the opening up policy,the mechanism environment meeting the needs of the quality system will be formed.
