河南林业生态省建设工程投资效益分析

Analysis on the Investment Benefit of the Construction Project of Henan Forestry Ecological Province

林业是生态建设的主体,河南省自实施《河南林业生态省建设规划(2008—2012年)》和《河南林业生态省建设工程规划(2013—2017年)》以来,生态建设取得了显著成效。采用"收益—成本分析法"对河南林业生态省建设工程投资进行经济效益分析。结果表明:直接经济效益与成本比率为1.98,加上生态经济效益,整个林业投资的经济效益与成本比率为6.99。这两个收益—成本比率均说明:河南林业生态省建设工程,无论是直接经济效益还是整体经济效益,都是符合经济投资规律的,是值得大力发展投资的朝阳产业。

Forestry is the main body of ecological construction. Since Henan Province implemented the ＂Henan Forestry Eco-province Construction Plan （2008--2012）＂ and ＂Henan Forestry Eco-province Construction Engineering Plan （2013-2017）＂, and ecological construction has achieved remarkable results. The ＂benefit-cost analysis method＂ was used to analyze the economic benefits of the investment in construction projects in Henan Forestry Eco-province. The results show that the ratio of direct economic benefit to cost is 1.98. With ecological and economic benefits, the economic efficiency and cost ratio of the entire forestry investment is 6.99. Both of these yield-cost ratios show that： Henan Forestry Eco-province construction project, whether it is direct economic benefits or overall economic benefits, is in line with the laws of economic investment, it is worthy of the development of investment in the sunrise industry.
