从我国社会保障支出的现状出发,介绍我国社会保障支出相对规模逐年扩大、与老年人口相关的支出逐年增加这两个变化以及与此有关的部分原因,大胆猜测人口老龄化与社会保障支出存在着正相关关系并进行验证,最终证实了二者之间确实存在极高的正向关系。结合老年人口比与社会保障支出相对规模的相关关系以及对未来我国人口老龄化比的预测明确了我国社会保障支出面临着供给乏力、需求进一步增加的问题,提出了在适度放宽计划生育的同时鼓励高素质人才的迁入,从而缓解我国的老年人口抚养比;从促进退休人员二次就业出发积极开发老年资源、鼓励老年人储蓄、鼓励发展商业保险,构建多层次的社会保障体系的对策建议。

It proposes to encourage the migration of high-quality talents while moderately relaxing family planning, so as to ease the dependency ratio of the elderly in China; From the perspective of promoting secondary employment of retired employees, it has actively developed old-age resources, encouraged the elderly to save and the development of commercial insurance, and constructed a multi-level social security system.
