基于PEST分析的发达国家开放政府数据政策特点及启示

The Characteristics and Enlightenment of Open Government Data Policy in Developed Countries Based on PEST Analysis

文章基于PEST分析,从政治、经济、社会、技术四个方面分析发达国家及欧盟开放政府数据政策的影响,总结发现,美、英、澳大利亚及欧盟积极利用政策支持倡导政府数据开放,加强数据标准,开放平台建设。我国可以从协调政策组织机构、制定统一的开放数据标准、鼓励公众社会参与、注重数据安全四个方面加强完善开放政府数据政策。

Based on PEST analysis, this article concludes the characteristics and enlightenment of open government data policy in developed countries and the European Union in terms of policy, economy, society and technology. The analysis results show that the United States, Britain, Australia and the European Union are actively using policy support to advocate open government data, strengthen data standards and open platform construction. China can strengthen the policy of open government data from four aspects： coordinating the organization of policy, formulating unified open data standard, encouraging public participation and paying attention to data security.
