中美智库评价体系的比较及对中国智库发展的启示——以TTCSP和上海社科院智库研究中心的智库评价体系为例

A COMPARISON OF THINK TANK EVALUATION SYSTEM BETWEEN CHINA AND THE UNITED STATES AND ITS ENLIGHTENMENT TO THE DEVELOPMENT OF CHINA'S THINK TANKS——TAKING THE THINK TANK EVALUATION SYSTEM OF TTCSP AND SHANGHAI SOCIAL SCIENCE RESEARCH CENTER AS AN EXAMPLE

智库是国家软实力的重要标志,对智库进行科学合理的评价有利于引导和推进智库健康发展。TTCSP的智库评价体系目前在全球最具影响力,但是也存在很多问题。国内许多研究机构已经开始着手研究并建立智库评价体系,目前具有连续且有一定影响力的是上海社科院智库研究中心的智库评价体系。本文着重比较分析这两家机构的智库评价指标体系、评价过程与方法,在此基础上,分析对建立和完善中国特色智库评价体系以及对引导和推进中国特色智库健康发展的重要启示。

Think tanks are an important symbol of the country＇s soft power. Scientific and rational evaluation of think tanks is conducive to guiding and promoting the healthy development of think tanks. The TTCSP think tank evaluation system is currently the most influential in the world, but there are also many controversies and problems. Many domestic research institutes have alredy started to research and establish a think tank evaluation system. At present, the think tank evaluation system of the Shanghai Academy of Social Sciences is continuous and has a certain influence. This article focuses on the comparative analysis of the evaluation indicators system, evaluation process and methods of the two institutions＇ think tanks. On this basis, it analyzes its enlightenment to the development of China＇s think tanks.
