土地整治助推精准扶贫的主要做法与成效:以岑巩县天马镇苗落村为例

Main Practices and Achievements of Land Remediation in Targeted Poverty Alleviation in Miaoluo Village,Tianma Town,Cengong County

为土地整治助推精准扶贫工作及展开相关政策研究提供参考,以贵州省岑巩县天马镇苗落村土地整治项目为例,分析了土地整治助推精准扶贫的主要做法和取得的实际成效,阐述了提出土地整治项目助推精准扶贫前期工作精细是基础、当地干群积极参与是保证、工程建设优势互补是手段和多元支持产业扶贫是核心,提出了精准扶贫应增强贫困地区自身"造血"功能、开展典型示范项目试点、完善配套技术规程规范标准和制度等措施,以充分发挥土地整治助推精准扶贫的作用。

The main practices and achievements of land remediation in targeted poverty alleviation were analyzed by taking the land remediation project of Miaoluo Village,Tianma Town,Cengong County,Guizhou as a case to provide a reference for targeted poverty alleviation promoted by land remediation and relevant policies-making.Result：The foundation,guarantee,means and core of land remediation in targeted poverty alleviation are early elaborate administration,active participation of local cadres and masses,complementary advantages of engineering construction and multiple supportive industries respectively.The measures to take targeted poverty alleviation as a guidance,strengthen oneself＂hematopoiesis＂function in poverty-stricken areas,make experiments of the typical demonstration projects and perfect the code standard and system of matching technical regulations are proposed to give full play to the effect of land remediation in targeted poverty alleviation.
