The establishment of an environmental impact assessment system can avoid further in-depth environmental pollution.In this process,the importance of citizen participation is self-evident and helps people to highlight environmental values.This paper summarizes the importance of citizen participation in environmental impact assessment,and regulates the rights of free discretion,regulates the rights and obligations of citizen participation,constructs new rules for citizen participation,and builds a balance of citizen participation in environmental impact assessment.In four aspects of the safeguard system,the specification of citizen participation in environmental impact assessment was discussed.
