摘要
探索当前阶段对整体环境空气质量的检测体制的改革是否完善,发现改革环节尚未对地方政府对数据的干预形成有效解决方案,并且还存在一些地方检测能力较差以及监测效率较低等问题。在未来发展过程中应该以服务生态文明为主要目标,并且以提升监测数据的准确性为发展方向,不断将环境空气质量监测放在工作的重心位置。推动建立中央和地方两者共同管理,并且以中央管理为主要管理形式的双重监测体系,不断对中央和地方的环境监测权力划分方面进行优化和调整,同时也要把环境空气质量监测工作中政府和市场之间的关系进行处理,在不断加强政府实行环境监测这项公共服务职能的时候,还应该结合当地实际情况,开发多元化的环境监测市场,并且不断加强环境监测力度。
