摘要
结合儒家"五常"理论对基层人民银行征信工作实践进行梳理,分析目前我国基层人民银行征信工作的现状和存在的问题,探讨中国人民银行征信工作向合理合法保护信息主体权益、依法规范促进机构合规发展、互补共享应用征信业务成果等方面推进的可行性和必要性,研究征信管理工作保障信息主体合法权益的基本理念。同时对征信业务采集、管理和使用征信信息的目标进行了思考。
This article combs the working practices of local branches of the People 's Bank of China in credit reporting and analyzes the status quo and existing problems of their credit reporting work. It explores the feasibility and necessity for the PBOC to push the credit reporting work towards the goal of reasonably and legitimately protecting the rights and interests of data subjects,promoting the compliant development of credit reporting agencies in a legal and standard manner,and boosting the complementing and sharing in applying the achievements of credit reporting businesses. The basic idea,namely safeguarding the legitimate rights and interests of data subjects when conducting credit reporting management,is discussed. In addition,the aim of collecting,managing,and using credit reporting data in credit reporting businesses is analyzed.
