论《新关内班诫程》中的公文管理制度

On the Document Management System in Xinguan Neiban Jiecheng

光绪三年,总税务司署发布的《新关内班诫程》是研究中国近代海关外籍税务司制度有关公文管理的重要文献。它融合了前清公文管理制度及近代西方公文管理制度的不同特点,反映出晚清社会在变化的政治语境、经济制度、社会心理等大背景下的社会情状。系统梳理该时期税务司系统的公文管理制度,以期加深对当时社会形势的认识和理解,并为当今公文规范化建设提供现实性经验。

In 1877（ the third year of Emperor Guangxu＇s Reign）,the General Taxation Administration issued Xinguan Neiban Jiecheng（ Regulations for the New Customs＇ Internal Administration）. This document is important for studying the document management system in modern Chinese customs. With features of document management both in the Qing Dynasty and in Western countries,it reflects the social conditions of the late Qing Dynasty,showing the changing political context,economic system and social psychology. This paper gives a systematic study of the document management system,in order to better understand the then social conditions. It provides some experiences that are relevant for the standardization of today＇s management of documents.
