基于协同理论的哈萨克民族医药治未病公卫政策分析

Analysis of Disease Prevention with Traditional Kazakh Medicine Based on Synevgetics

中医古语"上工治未病而先防",治未病即现代医学称之为预防保健,在中国传统医药中是鲜明特色的中国养生观,哈萨克民族医药是中国传统医药的有机组成部分,在养生保健等治未病领域存在独特的见解和方法。随着人口老龄化和慢病成本的逐年增加,越来越受到政府的重视,政府陆续出台相关政策,呈现多样化趋势,并且成为中国梦的组成之一。政府的政策是民族医药治未病发展的有力保障,同时治未病的发展对于缓解我国医疗卫生负担,构建和谐社会具有积极的促进作用。结合在哈萨克民族医院从事管理多年工作经验,从相关医药政策中整理挖掘哈萨克民族医药治未病发展的政策因素。分析中国哈萨克民族医药治未病公卫政策的协同性是否充分体现,梳理中国哈萨克民族医药治未病公卫政策,最终确立协同理论在中国哈萨克民族医药治未病公卫政策体系中的作用。

The old saying in traditional Chinese medicine goes that prevention goes before treatment which,in modern medicine is called preventive healthcare. Kazakh national medicine is a distinctive feature of Chinese health maintenance. Kazakh national medicine is an organic part of Kazakh national medicine,and there is a unique view and method in the field of health care. With the aging of the population and the increase of the cost of the chronic diseases year by year,more and more attention is given by the government. Relevant policies have been introduced in succession. Policy reflects the trend of diversification,and it has become one of the components of the Chinese dream. The government＇s policy is a powerful guarantee for the development of ethnomedicine in the treatment of the disease. The development of the disease treatment alleviates the burden of medical and health care in China.Policy has a positive effect on building a harmonious society. Based on the years of experience in managing Kazakh National Hospital and the understanding of the policy factors of Kazakh national medicine for the development of the disease,this paper analyzed whether the synergism of public healthcare in China＇s traditional medicine is fully reflected so as to explore the role of synergy in disease prevention in Kazakh national medicine.
