城市供水PPP项目运营绩效评价指标体系研究

Index system for evaluation of operational performance of urban water supply PPP projects

在分析城市供水PPP项目的基本属性和主要特点的基础上,依照系统性、全面性、可操作性、代表性原则,构建了由项目投入、项目过程、项目产出、项目结果 4个一级指标及若干个二、三级指标组成的城市供水PPP项目运营绩效评价指标体系,并对各评价指标的内涵进行了说明。

Based on the analysis of the basic attributes and main characteristics of the urban water supply PPP projects,an index system for the operational performance of urban water supply PPP projects is established,which consists of 4 first-level indices of project input,project process,project output and project results and a number of second-and third-level indices according to the principle of systematicity,comprehensiveness,operability and representativeness,and the connotation of each evaluation index is explained.
