我国校园足球特色学校退出机制的理论分析

Theoretical Analysis of the Withdrawal Mechanism of Campus-Football-Featured Schools in China

采用文献资料、专家访谈等研究方法,对我国校园足球特色学校的退出机制进行理论分析。认为:由于保障性资源投入的有限性和授牌学校难以为继的积极性,迫切需要建立一套科学合理的校园足球特色学校退出机制;行政赋予不仅使校园足球特色学校退出具有强制性,而且是保障性资源"退出"的关键。基于此,提出以专门组织机构、实施退出的基本依据和基本程序为主体,以预警和撤销为基本手段的校园足球特色学校退出机制的理论建构思路。

Using the methods of literature reviewand expert interviews,the study analyzed the withdrawal mechanism of＂Campus Football＂featured schools.The study shows that limited resources and unsustainable awarding schools make it urgent to establish a scientific and rational withdrawal mechanism. The administrative intervention makes the withdrawal mechanism characteristic of coercion; meanwhile the affordable resources is the key to the ＂withdrawal ＂. The study hence put forward the principles of professional organizations and the withdrawal enforcement,as well as the theoretical mentality which involves warning and cancellation as the basic means based on certain procedures.
