将海洋文化遗产保护纳入海洋保护区体系的思考

The Thinking of Bringing Marine Cultural Heritage Protection into Marine Reserve System

海洋文化遗产是指历史上遗存下来的具有文化、社会、经济或政治价值的与海洋有关的遗迹.海洋文化遗产是承载海洋文化的重要载体,在沿海经济社会文化中发挥重要作用.与以欧盟国家为代表的发达国家相比,中国海洋文化遗产保护存在诸如管理基础薄弱、重要性认识不足、管理制度缺失等问题.将海洋文化遗产保护纳入海洋保护区管理范围,依托海洋保护区管理体制开展信息普查、完善评估工具、健全管理制度,能够尽快建立起有效的管理和保护体系.本文以青岛西海岸海洋经济新区为例,提出构建海洋文化保护示范区的思路和措施.

Marine cultural heritages are the parts of the past with cultural,so-cial , economic, or political value, most of which are distribute in the coastal are-as. They are the the important carrier of marine culture, play important roles in the coastal society. Compared with the developed countries （eg. the European Union） , there are some problems in the protection of China’s marine cultural heritages,such as weak management basis, insufficient understanding of importance, and manage system defects. Marine cultural heritages protection should be brought into the ma- rine reserve management system to increase efficiency of management system, in-cluding informating census,perfecting assessment,and improving tools. Using the Qingdao west coast new area as an example,this paper puts forward the ideas and measures of protecting of marine cultural heritage relying on the marine reserve management system.
