中国地县级基金会发展现状及原因分析

Development Status of Ghinese Gounty-l6V6l Foundations and Cause Analysis

本文利用基金会中心网的数据对我国地县级基金会的数量、类型、地域、领域、财务状况等关键指标进行了描述性分析,发现2010年以来地县级基金会已经成为我国基金会发展中一股不可忽视的力量。基于这一发现,通过进一步的政策文本分析以及与多名不同级别民政部门官员、基金会负责人的访谈,本文对地县级基金会迅速发展的原因进行了分析,指出登记权限下放为地县级基金会发展降低了政策门槛,很好地匹配了地县级基金会致力于提供本地化服务的内在动因,是地县级基金会快速发展的最主要原因。最后,本文根据政策的新动向,指出了我国未来地县级基金会发展的趋势。

This paper used the data from China Foundation Center website to conduct descriptive analysis of the quantity, type, region, field, and financial status of Chinese county-level foundations. It found that since 2010, county-level foundations have become a nonnegligible force in the de-velopment of foundations in China. Based on this finding, this paper further analyzed the policy text and interviewed a number of civil affairs officials ofdifferent levels as well as foundation curators. Then it analyzed the reasons why county-level foundations developed so rapidly. It pointed out that the delegation of registration authority to lower levels has lowered the policy threshold for county-level foundations, and is well suited to the interior moti-vation of county-level foundations to provide localized services. It is the main reason behind the rapid development of county-level foundations. Finally, this paper pointed out the future development trend of county-level foundations in China based on the new policy trend.
