城市社区社会组织的培育路径研究——以北京市D街道Y社区为例 被引量:2

摘要 伴随城市规模的不断扩大,政府资源的"有限性"和居民需求的"多样性"之间的矛盾越来越突出,城市社区基层政府面临越来越大的压力。在社区内孵化和培育社区社会组织,实现居民自我组织、自我管理和自我满足,已经成为解决社区难题和政府减负的重要探索。近年来在全国各地开展的实践,揭示了"社区社会组织培育"的种种问题,诸如培育难、可持续性差、名不副实等。文章以较为成功的北京市D街道Y社区实践为例,深入阐释该社区社会组织培育的实践经验,得出城市社区社会组织培育的脉络轨迹:从居民需求出发,推动社区社会组织成为责任主体,培育组织资源配置的能力,实现民主治理的组织目标。 Along with the continuous expansion of city,the contradictions between the "limited" resources of the state and the residents' "diversity" demand have become increasingly prominent, the grass-roots governments of the urban community have faced increasing pressure. It has become an important exploration of solving the problems of the community and reducing the government 's burden,which is to incubate and cultivate social organizations in the community to realizing self-organization, self-management and self-satisfaction of residents. In recent years,The Practices across the country has revealed the problems of "cultivating community social organizations",such as difficulties to cultivation,poor sustainability and inconformity between name and reality. This paper takes the practice of Y community in Beijing as a more successful example,explains deeply the practical experience of the community,found that the community social organizations have their development of vein and trajectory: It's from the needs of the residents,promotes community social organizations become the responsible subjects,foster the organization's ability to allocate resources,achievements the goal of democratic governance.
