摘要 针对当前内河通航水域与非通航水域划分不明确,导致相关部门难以按照相应的法规条例对内河航行船舶实施监管的问题,对内河水域进行划分。从分析我国内河水域现状的角度出发,提出基于数据包络分析法(Data Envelopment Analysis,DEA)中C^2R模型的内河水域划分方法,并依据相关原则构建内河水域划分指标体系,确定输入和输出指标。在此基础上,运用该模型对宁波市内河水域进行划分,并将划分结果与基于模糊综合评价法的划分结果相对比,验证该方法的有效性和优越性。 Due to the fact that the inland navigable and substandard waterways are not clearly defined,it is difficult for field managements to supervise the vessels in accordance with the relevant regulations. Present conditions of inland waterways is analyzed and a method based on C^2 R model of Data Envelopment Analysis( DEA) is proposed. The index system is constructed. The input and output indexes are decided. The model is used to classify Ningbo inland waterways. The results are compared with the conclusion from the fuzzy comprehensive evaluation in order to verify the validity and superiority of this method.
