农地流转的情境差异与农民视角的绩效考量——基于对河南与湖南两省的深度调研数据

The Situational Differences of Rural Land Transfer and the Performance Consideration from the Farmer's Perspective——Based on the Depth Investigation Data of Henan and Hunan Province

促进农业增效与农民增收是现时代农地制度改革的核心目标,深入分析农地流转过程中的情境差异以及农民视角的流转绩效具有十分重要的意义。针对河南、湖南两省的调查研究发现,农民的个人特征、家庭特征、所在区域特征将影响其流转意愿及利益考虑,不同情境下的农民利益诉求是科学制定农地改革政策的重要依据,同时也是构成农地流转绩效评价体系的重要维度。农民角度的流转绩效评价应同时考虑流入与流出双方的互利共赢。

To promote the efficiency growth of agriculture and the farmers＇ income increase is the core objectives of the reform of the rural land system in the present era.It is of great significance to analyze the situational differences in the process of rural land transfer and the transfer performance from the farmer＇s perspective.According to the investigation of Henan and Hunan provinces,the study finds that the farmers＇ personal characteristics,family characteristics and regional characteristics will affect their willingness to transfer rural land and the consideration of their interests.The farmers＇ interest demands under different situations are the important basis for scientifically formulating land reform policy,and are also an important dimension of the performance evaluation system of rural land transfer.The performance evaluation from farmer＇s perspective should consider the mutual benefits between the farmers who surrender the rural land and the farmers who take the rural land.
