由禁到治:“互联网+”时代共享单车协同治理路径

From banning to governing: Collaborative governance of the shared bicycles in “Internet + ”era

"互联网+"时代背景下,共享单车作为分享经济的新兴产物,很快就受到了广大市民的喜爱。但由于共享单车乱投乱放等问题的出现,一些地方政府频频出台"禁投令",让其陷入了一个禁治两难的局面。为有效解决共享单车治理中的困境,可考虑引入协同治理理论,在共享单车协同治理中坚持多元主体互动,秉承结果理念、顾客理念、共享理念,构建事前预防、事中协调、事后奖惩的机制。

In the era of ＂Internet ＋ ＂,as noverlty of sharing economy,shared bicycle gains great popularity quickly. However,because of chaotic placement of shared bicycles,some local governments release policies to ban shared bicycles. so that the dilemma is generated： Whether the shared bicycles should be banned or governed. To solve such a dilemma,collaborative governance is introduced in this thesis. It is proposed that multi-subject interaction,result-orientation,customer concept and sharing ideas should be insisted in the process of collaborative governance of shared bicycles,and also it is suggested that an early prevention,in-process coordination and post-punishment mechanism shall be established.
