Synergetic innovation on plan of science technology and science and technology standards is the key of innovation of science and technology.This paper does some prospective,basic research on synergetic innovation of the plan and standards of science and technology：explains the basic theory about synergetic innovation on plan and standards of science and technology,such as its connotation,key elements and characteristics etc,then we studies its model,and analyzes China ST plan with funding and financial standards of ST,ultimately proposes advices on collaborative innovation of science and technology and technology standards.
