摘要
以停车收费"政策失灵"问题为研究对象,分析收费方式、执法保障对政策效果的影响.从收费分区、收费价格和动态调整机制角度入手,经初步比选后提出了4个停车收费政策新方案,以高峰时段路网交通流量和交通指数为评价指标进行效果测试并提出推荐方案,验证了严管违法停车、实施电子收费对避免停车收费"政策失灵"的重要性.
Taking the "policy failure"problem of parking charging as the research object,the impact of fee collection methods and law enforcement guarantees on policy effects will be analyzed. Starting from the perspective of toll zoning,toll pricing,and dynamic adjustment mechanism,four parking fee policy proposals have been proposed after preliminary comparison. The effectiveness of the road network traffic flow and traffic index as evaluation indicators during the peak period was tested and recommendations were made. The importance of strict control of illegal parking and the implementation of electronic charging to avoid parking fees and "policy failures. "
