制度变迁理论视域下的陕甘宁边区币

The Currency of Shaanxi-Gansu-Ningxia Border Region in the Perspective of the Theory of Institutional Change

抗战初期,国民政府虽对陕甘宁边区政府提供财政支持,但又屡屡为难边区政府,拒绝提供角币,致使边区贸易滞后。为解决辅币短缺问题,陕甘宁边区政府在不破坏统一战线的情况下,对边区货币制度进行了诱致性厘革,通过发行光华代金券突破桎梏。皖南事变后,为应对财政竭蹶困局,边区政府发行了边区银行币和商业流通券。总体而论,皖南事变前,边区货币制度以诱致性变迁为主;皖南事变后,边区货币制度以强制性变迁方式为主。边区货币制度的逐步完善,在边区发展乃至持久抗战中发挥了重要作用。

At the beginning of the Anti-Japanese War,although the national government provided Shaanxi-Gansu- Ningxia Border Region government financial support, it refused to provide dimes which resulted in border trade ob- struction. In order to solve the problem of the shortage of coins,without destroying the United Front under the condi- tion of the monetary system of the induced changes, the Shaanxi-Gansu-Ningxia Border Region government issued vouchers to bleak the shackles of brilliance. After the incident, in response to the Jiejue predicament, the border region government issued bank currency and commercial circulation coupons. In general, before the southern Anhui Incident, the monetary system in the border area was mainly induced;after the Incident, the monetary system in the border area was mainly in the way of compulsory vicissitude. The gradual improvement of the monetary system in the border areas played an important role in the development of the border aleas and even in the protracted war of resistance.
