The Balfour Declaration is an important political document in the history of the Zionist movement. It not only fulfilled Herzl＇s dream of ＂charter-like＂ pursuit of power building in the great powers, but also provided ＂legitimacy basis＂ for the establishment of the State of Israel after World War II. The success of the ＂Declaration of Balfour＂ was promulgated under the background of the international environment at that time. The British govern- ment, for its own strategic purposes and through the unremitting efforts of the Zionists, promoted the realization.
